As such, the <a href=\"https:\/\/www.gov.uk\/government\/statistics\/corporate-tax-research-and-development-tax-credit\/research-and-development-tax-credits-statistics-september-2026\">R&amp;D Tax Credit statistics<\/a> published by HMRC each year reveal trends in R&amp;D investment across the UK\u2019s many different regions and industries, helping us to understand the current level of R&amp;D activity in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latest statistics take us up to the tax year 2024 to 2025. There has been particular anticipation for this year\u2019s report, as it is the first to include statistics for the new <a href=\"https:\/\/leyton.com\/uk\/merged-rd-expenditure-credit\/\">merged R&amp;D expenditure credit (Merged RDEC)<\/a> and <a href=\"https:\/\/leyton.com\/uk\/enhanced-rd-intensive-support-eris\/\">enhanced R&amp;D intensive support (ERIS)<\/a> schemes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The phased ending of the distinct <a href=\"https:\/\/leyton.com\/uk\/r-and-d-sme-tax-credits-scheme\/\">SME scheme<\/a> and <a href=\"https:\/\/leyton.com\/uk\/research-development-expenditure-credit\/\">RDEC<\/a> has made a big impact on the figures, because for accounting periods beginning on or after 1 April 2024, most companies, including SMEs, now claim <a href=\"https:\/\/leyton.com\/uk\/r-and-d-tax-credits\/\">R&amp;D tax relief<\/a> through the new Merged RDEC scheme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the provisional statistics:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the estimated total relief claimed for the 2024-25 tax year has increased by 5% to \u00a38.2 billion<\/li>\n\n\n\n<li>qualifying R&amp;D expenditure is up by 7% to \u00a351.0 billion<\/li>\n\n\n\n<li>the number of R&amp;D Tax Credit claims fell by 17%<\/li>\n\n\n\n<li>6% of claims accounted for 69% of the total value of relief claimed<\/li>\n\n\n\n<li>SMEs received \u00a33.6 billion of relief, compared with \u00a34.6 billion received by large companies<\/li>\n\n\n\n<li>qualifying R&amp;D expenditure by SMEs fell by 3% to \u00a320.7 billion, while expenditure by large companies increased by 14% to \u00a330.2 billion<\/li>\n<\/ul>\n\n\n\n<div style=\"height:19px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">From our own analysis, we\u2019ve also seen that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For the first time, large companies received more R&amp;D tax relief than SMEs<\/li>\n\n\n\n<li>Growth in R&amp;D tax relief in London has almost plateaued, rising by just 0.2% this year<\/li>\n\n\n\n<li>By contrast, several regions outside London saw much stronger growth in both relief claimed and R&amp;D expenditure<\/li>\n\n\n\n<li>The Information &amp; Communication sector\u2019s growth has also stalled, with R&amp;D relief claimed falling slightly by 0.3%<\/li>\n\n\n\n<li>SME claims are now 56% lower than they were in 2020-21<\/li>\n\n\n\n<li>First-time applicants are 69.4% below 2020-21 levels<\/li>\n<\/ul>\n\n\n\n<div style=\"height:23px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Below, we drill into HMRC\u2019s Research and Development Tax Credits Statistics: September 2026 report, which shows how innovation investment is changing in the UK.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Note: HMRC explains that: \u201cAll figures have been independently rounded to the nearest 5 or \u00a35 million. SME claims have fallen from 82,930 in 2020-21 to 36,525 in 2024-25, a drop of 56%, while large-company claims have fallen by just 10.5% over the same period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decline in SME claims has slowed slightly in the latest year, falling by 18.7% in 2024-25 compared with 26.5% in 2023-24. This slowdown will be an important trend to watch for in future HMRC reports.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"877\" height=\"495\" src=\"https:\/\/leyton.com\/wp-content\/blogs.dir\/9\/files\/2026\/10\/Capture-decran-2026-10-02-090919.png\" alt=\"\" class=\"wp-image-14263\" srcset=\"https:\/\/leyton.com\/wp-content\/blogs.dir\/9\/files\/2026\/10\/Capture-decran-2026-10-02-090919.png 877w, https:\/\/leyton.com\/wp-content\/blogs.dir\/9\/files\/2026\/10\/Capture-decran-2026-10-02-090919-300x169.png 300w, https:\/\/leyton.com\/wp-content\/blogs.dir\/9\/files\/2026\/10\/Capture-decran-2026-10-02-090919-768x433.png 768w, https:\/\/leyton.com\/wp-content\/blogs.dir\/9\/files\/2026\/10\/Capture-decran-2026-10-02-090919-400x226.png 400w\" sizes=\"(max-width: 877px) 100vw, 877px\" \/><\/figure>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">HMRC says that \u201ca key driver of the decrease is believed to be the continuing impact of the additional information form (AIF).\u201d The reduction in first-time applicants also needs to be viewed alongside the introduction of the need to submit a \u2018pre\u2019 <a href=\"https:\/\/leyton.com\/uk\/insights\/articles\/understanding-pre-notification-for-rd-tax-credits-claims\/\">claim notification<\/a>. Businesses claiming R&amp;D Tax Credits for the first time, or those that haven\u2019t claimed in their last three accounting periods, must now notify HMRC in advance that they intend to make a claim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This extra administration will undoubtedly be a burdensome barrier for many potential first-time claimants, as it reduces the time available for a business to become aware of the scheme, let alone decide whether it may be eligible. Missing the claim notification deadline means that you lose the chance to make an R&amp;D Tax Credit claim, even if your project is eligible for relief. The impact of this is much more likely to affect SMEs, which are far more likely to be first-time claimants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The AIF, and the claim notification requirement, were both introduced by HMRC as part of a host of <a href=\"https:\/\/www.gov.uk\/government\/publications\/hmrcs-approach-to-research-and-development-tax-reliefs-2023-to-2024\/approach-to-research-and-development-tax-reliefs-2023-to-2024\">measures to reduce fraud and error<\/a>. Other measures included the switch to digital-only submissions, the need for approval from a named senior officer of the company, and the mandatory random enquiry programme (MREP).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While we strongly welcome the reduction in fraudulent claims, stricter regulations and additional enquiries may also be deterring legitimate businesses from claiming R&amp;D tax relief. However, we don\u2019t know how much of this growth came from SMEs or large companies, as the figures from HMRC aren\u2019t broken down by company size. By contrast, relief claimed by large companies increased by 23.6%, from \u00a33.72 billion to \u00a34.60 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means that the amount of relief claimed by SMEs fell much further than the amount of R&amp;D expenditure fell (relief claimed fell by 11.7% while R&amp;D expenditure fell by just 2.7%). The opposite is true for large companies (relief claimed rose by 23.6% while R&amp;D expenditure increased by just 14.1%).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This can partly be explained by the changes in <a href=\"https:\/\/leyton.com\/uk\/insights\/articles\/rd-tax-credits-rates-explained\/\">R&amp;D tax relief rates<\/a>, which came into effect for expenditure on or after 1 April 2023. At this point, the RDEC rate increased from 13% to 20% (which is also the current merged scheme rate), while the SME additional deduction fell from 130% to 86% and the SME payable credit rate fell from 14.5% to 10% (although, for loss-making R&amp;D intensive SMEs the rate continued at 14.5%).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For SMEs, most of the relief claimed in 2024-25 still came through the less generous SME scheme and the newer SME-intensive and ERIS routes, which were affected by the changes to SME relief rates. Large companies are also transitioning from the old RDEC scheme to the new Merged RDEC scheme, but regardless of which route they used, they still benefited from the higher rate. In future reports, it will be important to monitor how successfully SMEs transition to the new merged scheme and whether they are able to benefit from the more generous expenditure credit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As things stand, the overall cost of R&amp;D tax relief has been driven by large companies, while the amount of support reaching SMEs has continued to fall.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"891\" height=\"453\" src=\"https:\/\/leyton.com\/wp-content\/blogs.dir\/9\/files\/2026\/10\/Capture-decran-2026-10-02-091236.png\" alt=\"\" class=\"wp-image-14264\" srcset=\"https:\/\/leyton.com\/wp-content\/blogs.dir\/9\/files\/2026\/10\/Capture-decran-2026-10-02-091236.png 891w, https:\/\/leyton.com\/wp-content\/blogs.dir\/9\/files\/2026\/10\/Capture-decran-2026-10-02-091236-300x153.png 300w, https:\/\/leyton.com\/wp-content\/blogs.dir\/9\/files\/2026\/10\/Capture-decran-2026-10-02-091236-768x390.png 768w, https:\/\/leyton.com\/wp-content\/blogs.dir\/9\/files\/2026\/10\/Capture-decran-2026-10-02-091236-400x203.png 400w\" sizes=\"(max-width: 891px) 100vw, 891px\" \/><\/figure>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The total relief claimed has risen (on and off) since 2020-21, but looking at the bigger picture, SME relief has fallen from \u00a35.18 billion in 2021-22 to \u00a33.59 billion in 2024-25, a drop of 30.7%. During the same period, relief claimed by large companies has risen from \u00a32.49 billion to \u00a34.6 billion, a huge increase of 84.7%. In fact, for the first time the total relief claimed by large companies exceeds the relief claimed by SMEs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Against a backdrop of major changes to the R&amp;D tax relief system and tighter HMRC compliance requirements, smaller businesses have lost out disproportionately while larger businesses are thriving. While we welcome the prosperity of large companies investing in R&amp;D, the R&amp;D Tax Credits scheme should also exist to help grow our base of innovative startups and other SMEs. While the rate of growth slowed between 2021-22 and 2023-24, the latest figures show a small pickup, with expenditure increasing by 6.6% in 2024-25.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">HMRC suggests that qualifying expenditure may provide a better comparison of recent trends because of the changes to the schemes and rates. Some of the strongest increases include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The West Midlands, England, which saw 22.0% growth in R&amp;D relief claimed and a 21.7% increase in R&amp;D expenditure.<\/li>\n\n\n\n<li>The North West, England, which saw 13.9% growth in R&amp;D relief claimed and a 17.2% increase in R&amp;D expenditure.<\/li>\n\n\n\n<li>East, England, which saw 11.8% growth in R&amp;D relief claimed and a 10.9% increase in R&amp;D expenditure.<\/li>\n\n\n\n<li>The East Midlands, England, which saw 10.9% growth in R&amp;D relief claimed and a 12.6% increase in R&amp;D expenditure.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">London presents a more muted picture. Despite being the UK\u2019s largest region for R&amp;D relief and expenditure, the amount of relief claimed increased by just 0.2%, while R&amp;D expenditure rose by just 2.5%. This stands out against the much stronger growth seen in regions such as the West Midlands and North West, which is encouraging news for Prime Minister Andy Burnham in light of his plans to \u201c<a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cx2jw5q5pdzo\">drive growth in every postcode<\/a>\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, a small number of regions saw falls. While Manufacturing saw an increase of 9.3%, and Professional, Scientific &amp; Technical rose by 8.6%, relief claimed by the Information &amp; Communication sector flatlined.
