Sweden has taken an important step toward strengthening its R&D tax incentive framework. In the Legislative Council referral \u201cEtt nytt skatteincitament f\u00f6r forskning och utveckling\u201d<\/strong>, the Government proposes a new tax incentive for research and development in the form of an enhanced cost deduction within business taxation, in line with the proposition from the R&D committee. <\/p>\n\n\n\n

This is welcome news for companies investing in innovation in Sweden. For a long time, there has been a need for stronger and more competitive R&D incentives. The current framework has been relatively limited, especially compared with the more ambitious schemes available in several other EU countries. It is the 2nd signal sent in only few weeks, that demonstrates a real intention to have an impact for companies that invest for the future of Sweden. <\/p>\n\n\n\n

Under the proposal, the new deduction would be voluntary and would amount to and additional 200 percent of certain salary costs<\/strong> for employees working with qualifying research or development. The purpose is to strengthen Sweden\u2019s competitiveness and increase R&D investment in the country. <\/p>\n\n\n\n

Why this matters<\/strong><\/h2>\n\n\n\n

This proposal is more than a technical tax change. R&D is costly, uncertain and often long-term. A stronger incentive has a direct influence where companies choose to locate and expand their innovation activities. <\/p>\n\n\n\n

The Government also highlights the wider importance of R&D for productivity, economic growth and competitiveness. It notes that companies may not always receive the full return on their R&D investments, which can lead to underinvestment from a broader economic perspective. <\/p>\n\n\n\n

In this context, the proposal sends an important signal: Sweden wants to become one of the most attractive location for research, development and high-value innovation. <\/p>\n\n\n\n

A positive but not final step<\/strong><\/h2>\n\n\n\n

It is important to remember that this is not yet final law<\/strong>. A Lagr\u00e5dsremiss means that the proposal has been formally submitted to the Council on Legislation for review. The proposal must still go through the remaining legislative process before it can enter into force. <\/p>\n\n\n\n

If adopted, the changes are proposed to apply from 1 January 2027<\/strong>. <\/p>\n\n\n\n

Implementation will be key<\/strong><\/h2>\n\n\n\n

The direction is clearly positive, but the real impact will depend on how the rules are implemented and applied in practice. Companies will need clarity on qualification, documentation and how qualifying R&D personnel costs should be assessed. <\/p>\n\n\n\n

A strong incentive needs to be Predictable in its  application and practical guidance is essential to achieve its full potential. <\/p>\n\n\n\n

The Government\u2019s proposal is a long-awaited and encouraging step for Sweden\u2019s innovation ecosystem. A voluntary enhanced deduction of 200 percent of certain R&D salary costs<\/strong> could make Sweden\u2019s tax framework  at the level of the most competitive EU members  <\/p>\n\n\n\n
