Canadian startups chasing non-dilutive money need to look beyond crowded AI hype and into defence-driven quantum, where Ottawa is dropping C$334.3M over five years to anchor firms and fast-track defence adoption – while most founders scroll past it.
This isn’t vague R&D cash. It’s a targeted play under the new Defence Industrial Strategy, with C$223M for research/talent and C$111M for industry commercialization and dual-use defence apps – part of a broader C$6.6B defence rebuild.
The core bet: Quantum as defence infrastructure.
Federal Budget 2025 positions quantum as critical infrastructure for security and growth, tying it directly to procurement via a new Defence Investment Agency.
Key funding streams:
Quantum Industry Canada CEO Lisa Lambert notes: “Countries that scale first set the pace.” This budget signals Canada gets it, but scale matters, and first-mover founders are already positioning to be ahead of the race.
Xanadu, based in Toronto, secured IDEaS funding (~C$1M) for quantum algorithms in battery resilience – a defence-energy security crossover that’s already de-risking commercialization.
Photonic from Vancouver is another IDEaS-backed quantum networking for secure comms – foundational for intel and defence, putting them ahead of US pears in hardware-ready quantum links.
These aren’t hypotheticals. National Quantum Strategy’s (NQS) streams, such as C$62.5M Alliance grants, connect academia and SMEs to meet defence needs. Waterloo’s Institute for Quantum Computing calls it a “strong commitment” to ecosystem strength. Founders can’t ignore the potential C$6.1B long-term GDP upside.
